What should she do at younger age? Of course there must be a minimal age to participants of self defence classes.
But girls are in danger at all ages.
My 6 year old took a RAD class put on by the police department w/ other children ranging from 5-12. The police talked to kids and let them know it was OK to SCREAM/YELL if grabbed by a stranger, what to scream, it was OK to poke them in their eyes,etc..whatever needed to get away or draw attention. They had a cop dressed up in a protective outfit and he grabbed the kids one by one and they got to fight back using everything they had been taught. This class was once a week for 6 weeks.
Now she is 11 and she takes Taikwondo. They have Stranger Danger twice a year – basically repeats what she learned in RAD, and also she has the self esteem and confidence that Taikwondo gives her.
There are classes at my Tae Kwon Do school for people as young as 7, but I would recommend that you call your local school and ask them what classes are offered for children.

The kind of danger you are going to be in before the age of 6/7/8 when you can start self defence isn’t going to be something that physical attack can prevent. Talk to her about dangers and when she is that age enrol her.

It depends on the type of self-defense. Obviously you don’t want to freak out a young child with tips on "how to fend off a rapist" or encourage her to kick grown men twice her size in the groin. Young children face different kinds of dangers (kidnapping, molestation by people they know) than adults do (rape, mugging).
However, a child of any age could benefit from simple martial arts. Karate, aikido, and similar styles teach confidence, discipline, self-control, and self-esteem as well as kicks and punches. She’ll become more aware of the power of her body, and more conscious of how and when to use that power.

I would say as soon as possible. Even though due to her size she probably still wouldn’t be able to fend off an adult attacker, but at least it gives her a little leverage.
I would call one of the business that offer karate, etc. to see when she would be able to start.
The more protection you can offer your kids, the better.
